Youare really in a situation arnt you. You can feed horses sweet feed but it is best to get some kind of goat chow if you can. You really should feed them a good quality hay, like what you would feed a horse. AS far as treats go, you can feed bread, fruit peelings, if he will eat them, crakers are good. Ours love apple peelings and animal crackers. Most stuff you have for horses are ok, I could tell you what is and isnt but a headace is keeping me from thinking. Sounds like he is a pygmy cross, that is what most people have and crosses are the cheapest to get. Well I hope this helps, there will be more to come and tell you more, so dont worry you are in good hands.
