With my two, I used the same technique I've used with horses with my two -- I'm a newbie, but I think the same principle applies here that applies with a horse, dog, or cat. (Yes, I've even trained a cat to walk on a leash.) Assuming you're starting with a totally unbroke goat:
1. Take up slack on the lead. With small tugs, encourage the goat to move towards you. As soon as the goat shifts his weight towards you, but before he takes a step, release pressure. This is lesson one ... do not progress from this point until the goat thoroughly has the idea that to get the pressure on his head or neck released, he needs to shift his weight TOWARDS the pressure.
2. When the goat has lesson one down thoroughly, add 1 step to the lesson. In order to get a release, the goat has to take 1 step towards the pressure. Pause between steps.
3. Lesson 3 involves starting to take numerous single steps in rapid succession until you achieve ... gasp ... walking on a lead!
Houdini picked this up in one day ... supposedly, he'd been halter broken before I got him, but he was very rusty and he didn't have the "give to pressure" part down, though he did understand he was supposed to follow people. Einstein took several days. (And he's still not perfect; he has the occasional brain cramp and forgets his lessons.)
Maybe some more experienced goat people would like to comment on this? I'm a total and complete newbie, so I've just been applying horse and dog knowledge to goats, as applicable.
