I hear three specific symptoms here that may or may not be related. The "not eating" and "inactive" symptoms can be alot of things. I think the first thing you'll want to do is check her temperature and let us know. Also, make note of her droppings and see if she has diarrhea or normal goat pellets.

The other symptom - the stamping of the feet. This is probably insects biting at her. You might want to get a delousing powder for the area. I know that a few times our goats have done this when the lice, ticks or flies get real heavy.

You might want to include how her coat looks (shiny or dull) and if she's had a recent change in diet. Also if her tail is up or drooping. She may have just eaten something that didn't quite sit right. Try some free choice baking soda and see if she goes for that.
