Transporting goats and other livestock, including pets such as cats, dogs, birds, rabbits, etc., often leads to many questions. And many of these questions have just as many answers - some of which may not be entirely correct if true at all. For that reason, I must stress the importance of getting the facts straight from the source instead of relying upon hearsay, or thinking something is legal when it really isn't. For nearly all situations, obtaining a health certificate is a must.
This page is a portal for the latest regulations on interstate movement of animals. These files are presented by the United States Department of Agriculture: Animal and Plant Health Inspection Service: Veterinary Services (USDAAPHISVS) but are written and maintained by each State. For clarification on any of the rules and regulations, contact the State veterinarian. They are listed within each State file (from the APHIS site). International Regulations for Animals and Animal Products may be found on the National Center for Import/Export Regulation Library page.
