This could be a number of things especially since he is going to be prone to infections and just not doing well from not getting colostrum.

He could have goat polio a thiamin (vitamin B1) deficiency. For this the only effective treatment is frequent fairly high doses of thiamin. You can use Fortified B Complex, this has 100 mg/ml of thiamin in it (check the label). Give at least 1 cc per 20 pounds every 3 to 4 hours for the first day or so, then when the goat is stable give 2 to 3 times a day for 5 to 7 more days. Give a probiotic to replenish the digestive microbes that make thiamin.

He could have some sort of infection. Take his temperature, it should be 101.5 to 103.5. If he has a fever he likely has an infection. I have had the best luck with systemic infections like this in young kids by using LA 200 (oxytetracycline) at 1 cc per 30 pounds once a day by SQ injection for 10 days.

Depending on how old he is (over 3 to 4 weeks) he could have parasites, worms or coccidia. Does he have diarrhea? Diarrhea in young kids is most often coccidia and diarrhea can also lead to polio...To treat coccidia use a sulfa drug such as Sulmet or Albon 12.5% drinking water solution, they are labeled for use in poultry and cattle. Most feed stores carry at least one of these. Give straight from the bottle 1 cc per 5 pounds orally for 5 days.
