Plain concrete is not your best choice, it is always cold and damp, dosen't drain and is hard unless it is especially well bedded or you put down 3/4 inch rubber mats. You should brush it with a broom before it sets hard to rough up the surface for traction or it will certainly be too slippery for horses and maybe even for larger goats. Packed clay is the most economical in most areas. And a new horse owner can put down rubber mats if they like, so can you. If you decide to floor in concrete you can put down rubber mats to increase the comfort for the goats and you won't need to put down as much bedding, just enough to absorb urine. You should plan on completely stripping out all bedding at least once a week, especially if you have a concrete or mat floor which doesn't allow drainage. Don't bother trying to put drains in the stalls for washing them out, these inevitably become permanently clogged. Maggie Leman Goat 911 Capri Medic
