A goat in liver failure due to some other factor can also have signs of hepatitis. You would have to know what type of hepatitis it is to know if it is contagious. The liver can have many types of parasites that would lead to the liver or meat being condemned. The liver can be infected with a number of fairly common bacterial infections causing liver abscesses and be condemned. Ask the lab that did the testing. I have not heard of it being common in pygmies and I have raised and shown them for over 15 years. It may be common in some areas where goats in general are exposed to germs or liver parasites. You need to know the exact cause of the hepatitis to be able to prevent it, just saying hepatitis doesn't give you enough to go on. Maggie Leman Goat 911 Capri Medic
