Most people tattoo. Goats rip out ear tags way too easily as they like to get into high brush, where other livestock won't go. If you are selling for meat or breeding animals you are supposed to have a Scrapie ID number (get this from your state vet's office), that would go in one ear (usually the right). Then in the other ear (usually the left) you can put a letter and a number denoting what year and in what order the goat was born on your farm. Many registries recognize 2006 as being W. Then you would tattoo W1 in the first kid born, W2 in the second kid. The 2 tattos together make a unique ID for each goat.

There are many computer programs out there for keeping records on livestock. Do a google search, there are even some listed on Ebay.
