I have used pruning shears or lopping shears to cut these off. I have a pair of nippers too that look like a farriers tool that I have used to trim scurs. Your hoof trimmers may very well do the job and they are very sharp. Have someone help you restrain the goat, best if you put her in a stanchion. She isn't going to like it much. If the scur wiggles some it should trim faily easily. If it is hard and thick like a horn but curly you might want to have your vet do the deed with saw wire. Maggie Leman Goat 911 Capri Medic
