He is probably not constipated but has bladder stones, urinary calculi. Feel around his penis, if it is dry he likely can't pee. Is he stretching out and straining? This is not constipation but him trying to empty a very full bladder. This goat is gravely ill and needs a vet right away. If he can't pee at all the kindest thing is euthanasia. They can linger like this for days in agony. I can send a list of vets in your state that may be able to help. Feel free to call me at (919) 596-0984 or email me privately.

Please help. No local vets will help me. A six month old pygmy cross was shaken by a horse a few months ago. He has not seemed quite right since then in his abdomen. Now he seems to be in severe pain, and seems constipated. He also has a bad cough and phlegm occasionally coming out of his nose. I just wormed him last week.
