Be sure he is eating plenty of hay, not too much grain (most wethers need 2 cups or less grain per day). He needs to drink lots of water, always be sure his water is fresh enough for YOU to drink. Be sure he has access to a loose mineral mix, the salt in it will make him thirsty and he will drink more. You can sprinkle just a bit od salt on his grain ration too.

thank-you for your help . I called a vet and she said since he wasn't bleeding when he peed it wasn't a urinary problem , plus i saw it was steady .

I did give him an Enema (which was gross) and it took affect right away .

Is there anything else besides hay that can help
keep him regular ?

Still sounds like urinary calculi, have you seen him urinate? They strain to urinate just like the would strain to poop. They will also try to poop often if their bladder is blocked too. They are trying to relieve the pressure any way they can. Feel around teh prepuce (sheath over teh penis) to see if it is dry or has sandy crystals clinging to the hair. You can give a Fleet's Infants Enema to help with constipation. Get one at the drug store.

If he ate cherry bark (or any other part of a cherry tree) he would likely be dead. This doesn't cause constipation it is very toxic (contains cyanide) and is usually fatal in minutes to hours.

I brought him inside last night , so I would be able to say if it was his bowel movements or his urinating that was hurting him .

His bowel looked normal , but it was hurting him to do it , and this morning he started screaming , because he couldn't get anything out .

He doesn't look at all bloated .

Several things come to mind - I can get you started thinking until someone more knowledgeable checks in.
How old is he? Is his stool normal? Could he be constipated? Have diarrhea? I've seen younger kids strain like this with diarrhea - even after they have been cleaned out, they keep straining.
Was the urine flow normal, or kind of dribbling and very slow? Slow flow could be sign of urinary calculi, potentially fatal and very painful - think kidney stones in humans.
Does he look bloated, kick at his belly? Again, urinary calculi comes to mind, but also bloat. A sudden intake of rich grass, over-indulgence on feed, etc. can lead to bloat.
Take his temperature, should be 101.5-103.5. Check his lower inner eyelids. If they are not rosy pink, he could be anemic from worms.

this quote from Gary Pfalzbot's article describes what is wrong with him :
" goat, especially a buck, that frequently tries to lay down, gets up and cries and tries to lay down again is also a prime candidate for not feeling well." ( he also bleats )

He also seems to be straining to pass bowels (nothing comes out ) , he did bleet also while urinating , but I don't know if he was just bleating or not .

Please help .
