I don't know if they will allow you to do this in your area, but you might want to consider burning the pasture the way it is now and then plowing it under. I do this as many as three times a year (much to my neighbors delight) to control the sage grass we have growing naturally here. Burning really helps to put back alot of good nutrients in the soil and many of the older hay farmers here do this every year as well (where I got the idea from).
Then, there are several things that you can plant for your goats - a good mixture would be best; a bit of hay and grass (a mixed grassy alfalfa is ideal), some rye, maybe some oats, soybeans and a few other legumes like peas are good. I used Austrian Winter Pea this year and the goats love it. I should say "loved" it - didn't take them long to eradicate it.
If you can get a handle on sectioning the pasture to let one side grow and seed while the goats are on the other side, you'll get a good rotation and build up a good healthy soil as well as healthy goats.
