With no vaccine available for goats that I know of, sounds like you might just have to keep an eye on things, more than likely the cow with rabies was probably bitten by a skunk or some kind of other animal with rabies. I have talked to my vet about this about a year ago and he had told me the only way they could become infected would be if the goat were to be bitten, because of some goats curiosity they may go up to the animal just to check it out and get bit. Around here its mostly skunks that you have to worry about. They say if you see them out during the day then to be lurey of them. Sorry don't have much information, but maybe someone else will.
