Nat,
Get the goat some thiamine and treat for meningeal worms immmediately. (see Goatworld Articles for treatment dose--has to be injected for meningeal worm, incidentally, and at much higher doses than for routine worming).
If he has meningeal worm, often they'll also experience itching. If he has "goat polio" (thiamine deficiency), he might also be getting sight impairment, and look "dazed" (best way I can describe it). His eyes may also appear to "dart" from side to side.
Neither treatment can hurt him, and waiting even one day can be disastrous in the long run.
Have the tests done, but don't wait for any results before treating for the above.
Also, you are in a selenium deficient area--something you might also want to take into consideration--too little can cause problems, but too much can, too. (But there's also a good article on that in Goatworld)
