Hi Helene just a quick thought here. My dad had one that did the same thing and he took a broom handle or pvc would work too, but he drilled a hole about a 1/2 inch down from the tip of the horn and drilled hole through both ends of the broom handle and used wire to to attach the handle to the horn instead of tape. It worked the other goats never messed with her and she never got her head in the fence again. After about a year or so later he took it off and hasn't had any problems since, just a goat with a hole on both tips of her horns.
