Gary, I was reading about it as well and found the same info you did. But then I found that the drug is used to treat against colibacillosis

I then pulled up colibacillosis which came under diarrheal diseases and then found this info at http://www.inform.umd.edu/EdRes/Topic/AgrEnv/ndd/goat/DIARRHEAL_DISEASES.html

Now I am really confused..about what colibacillosis is. I think I am reading that it is not very common in goats..I dunno I am way confused here..
