I'm glad to hear that he is back on his feet although they be shaky. I think perhaps that your concerns over the menengial worms are well founded. Are you noticing that him biting at his sides or anything like that? This one attacks the spine and the goat will experience intense itching. You may be able to feel hard nodules on the spinal area.
I think I would throw caution to the wind here and go for a "treatment first" rather than waiting for tests. Treatment involves high doses of injectable Ivermectrin followed up by high doses of Safeguard. From what I've read, this is a non-reversible condition - you can only prevent his coordination from deteriorating any further.

In light of your local lab closing, maybe you can send off a vial to another lab?? It seems that with all this anthrax and God knows whatever else going around, more labs would be open instead of closed. At least I would hope they would be.
I'm wondering too if maybe goat polio is a possibility. There are a few things that might cause his lack of coordination. Ear infection? Vitamin or mineral deficiency? Please let us know what you find out.
