"Browsing" as opposed to "grazing" pastures

I'm posting this in hopes someone will brainstorm with me as to how to develop a quality pasture FOR GOATS. These graceful animals are happier when "browsing". I've been preparing the soil and nurturing cool-season grasses (endophyte free) for two years now; and early this spring planted some lespedeza shrubs. These are all doing well. I want to add some annuals throughout the pasture; but am not decided as to what would work. I tried catjung cowpeas this year mixed with black oil sunflower, thinking the peas would grow upon the sunflower. (Both nutritious for goats.) Yet, it didn't work because the sunflower stalks were not strong enough to hold the peas up. Don't want to add more grasses, i.e. wheat/rye, both which would provide support for the cowpeas. Need suggestions. (I am keeping goats away from this pasture until it is strong enough to withstand their eating on it. Then, will practice "intensive management".) Thank you.
