Could be just a slight touch of burnt lungs, picked up when she was a baby or lungs just not fully developed. Happens more than people think in sheep and goats. They just do not grow as fast and are just not quite as thrifty as an animal that has normal lungs. That is why in the selection process we try to select animals with some chest floor, bigger chests mean bigger hearts and bigger lungs--faster growth, but it also could be a genetic throwback, sometimes once we think we have the line-up figured out something comes along and messes up the process.
