Yep...same stuff. You can also get the tubes labeled for cows. Just look for the 10% fenbendazol (sp?) on the tube. The tube for cows is bigger and will save you a little money. The only difference is it isn't cinnamon flavored!
I live in NC and Safe Guard works well for me. It would be a good idea to check with local goat breeders if you have any available or ask your vet if it works in your neck of the woods!
