You can try bread or saltine crackers for the mom. It has been our experience that the babies will be a lot more tame once their mom is not there anymore, if the mom is not very tame. I am not sure if this goes for all, but it certainly went for us. So personally if it was me, I would take them away from the mom right away. It is going to be stressfull for them either way, so it is better to do it now than later. I would assume that you are going to bottle feed, even if they are weaned (which can they be at 4 weeks?) I would try and bottle feed them just for a little while that will get them used to you really fast!
We had 4 babies, born to 3 mom's (one had a set of twins) These mom's were the same way..not totally tame, like they would not go up to you to be petted or loved on, but they would take feed from our hands. They wouldn't take anything else though, like animal crackers or anything like that. The babies were kind of skittish around us, until we got rid of the mom's (they were part of the great escape artist crew) and started bottle feeding them ourselves, now the babies will come right up to us.
It just takes some time. We had a little baby spanish come to us not too long ago, my husband picked her up at a sale, she looked so pittiful and was taken away from her mom too soon, because she would not eat anything, we started bottle feeding her, well tried to anyway..and for 2 days it was a huge fight, to just catch her. This is our Jessie. After a while, she realized..hey I am getting food here, and she is just as tame as the rest now. They are still a little leary because they do not know you yet. Just keep loving on them, and pay a lot of attention to them and they will become tame.
