How old are the does and how old is the buck? Pygmies continue to grow considerably until they are 3 to 4 years old. Horn shape and hair length varies alot amongst them too. Sounds like an older pygmy type buck to me. Angoras and cashmeres have kinky or curly coats. If they are not from registered stock there is no way to be sure they are purebred. You have to take the word of the breeder and even then they can only take the word of the person they got their stock from. Lots of pet pygmies aren't purebred and non pygmy traits can "pop out" at any time. But enjoy your little goats, purebred or not. They are wonderful creatures no matter what their pedigree!
