Colorado sounds like it has a similar tax structure and weed program as Missouri. The reason I mention the tax issue is because everything you own here is considered taxable property and the Dept. of Revenue can put a lien on it, including livestock such as goats. We actually have to pay a yearly tax on our goats.

Anyway, the weed control program they have here sounds similar in some ways but different in others. A weed that is on the Missouri Noxious Weed List is handled as such: the Director of the MO Dept. of Agriculture delegates the authority of weed control to the individual county commissioner who in turn has to put the weed up for a vote on the county ballot. If it passes and a landowner does not control the noxious weed, then the county fines or jails the person(s).

In certain counties in MO there are provisions for the county actually performing the clean up, to impose fines and tax liens. But other counties not. Here they ask that you file a "thistle report" and the county prosecutor will take action (sometimes) on the complaint.

In CA for example where I grew up, it was different too: the fire departments had the authority to order clean ups and if you did not comply, the bill was added to your state tax.

We were hoping that the kudzu law would include bypassing the county involvement but maybe next time around. We are just happy to get it added to the Missouri list so action can be taken.

I would be interested in seeing the weed form letter that you deal with. Perhaps it has something that can be used here in Missouri in some way. Thank you for thinking of us.
