Not all county fairs are 4-H. Not in our part of Missouri anyway! I'm a 4-H project leader and the goat chairman of the Dallas County Fair, and although our fair is a youth fair, it is open to all youth in Missouri whether they're in 4-H,FFA, or not.
I've added Meat classes this year along with the traditional Dairy, and it looks like we will have a good showing. Last year West Plains had a meat show and had a huge turnout, I believe they have an open show there.
I guess to finally answer your question, your local Extension Office should be able to let you know what shows are where or they can find out for you. Give them a call, that's what they're there for.
