I would doubt a 3 month old kid has any of the above! More than likely a milk goiter from a Nubian with a good butterfat milk. A salivary cyst is very uncommon, is very heretiable, so you would see it in other kids or hear about it in the bloodline, and leaks saliva making for a wet face or neck. Iodine defficency is almost never seen in a goiter in a young goat, but you can spray their tail and see if it will go away after it absorbs. Penicillin wouldn't treat it if it was any of my list or the list above.

Most abscess, especially the Actinomycosis, are different than CL abscess in that they are not connected to the goat. Actinomycosis on the udder are like big jelly filled flat blisters. CL abscess can not be diagnosed by what they look like inside, because it would matter on whether you lanced it when ripe or new. But they do feel connected to the body like your knee cap does.
