I've never had a problem with banding horns at any time of year. The only time there would really be a problem with flies is when the horn is knocked off and the bleeding starts. I always make sure to keep a close watch on them when that is about to happen so I can get to them with some blood stop powder. It heals very quickly after that. You might try some fly spray wiped around the area to keep the flies away until the blood has dried.

Everyone in my pasture really enjoyed it when we banded the cranky doe that kept butting everybody. She was the only one with horns and was a total terror at the feeder! As her horns got loose and more tender she couldn't butt anything. It was funny to watch her wave her head and snort and expect to be taken seriously!
