That's what they need Aaron, somewhere out of the rain, snow, and wind. Here in Missouri we've had a lot of cold weather and snow compared to the last two years, but I think the worst was the wind. If you give them something to keep the draft off them, and some dry bedding, they should be able to generate enough heat to be fine.
I put down pallets in one of my sheds because heavy rain and melting snow runs off through it until I can get it fixed right, that keeps the bedding dry too. Just be sure the boards in the pallets are not far enough for the goats to step through and get their feet hung up.
If you could section off a corner of the cow barn with pallets or cattle panels, that could work also.
Just keep in mind that draft free does not mean air tight!
