Ok I am not a vet but do almost all of our vet work. If I cannot do chances are the animal will be put down. Number one because of cost and number 2 the vets in this area do not know goats or do not do farm calls at all. I have been told to give Penn. SQ but it can also be given IM. Personally I always give IM, this is a matter of personal preferance for me. 95% of our goats and sheep and of course all the horses weigh more than I do. We have never had a goat or anything else for that matter stand still while trying to jab a large gauge needle sub Q into it's skin. I doubt I would stand for it myself. As to the dosage Penn has been so over used that 6 cc doesn't seem like that much. Our LaMoncha doe had to be put on it and she was 10cc daily for 7 - 10 days. Of course she was already infected and probally went 125#s maybe more but still my dosage was 4 cc more than yours. As far as being off feed for 48 hrs and water 24hrs that does seem to be extensive. I have worked at several vet clinics and we always told them 24hrs on the food and 12 on the water. They do this because the sedation makes the animals vomit and vomit can cause death if inhaled. If you have an issue with the times I would suggest talking to the vet himself/herself and letting the vet know there was a problem with the initial information you were given. In the clinics that I worked at the vets were not the ones who gave out the pre-care advice or even on occasion the aftercare so there is a chance your vet does not know you were told wronge. Hope this helps
