tail down

I have a 7 month old doe that keeps her tail down a lot. She also seems to have a dark discharge that she wags and dirtys her tail and hair. It isn't worms or coccdia as I have had fecals done. No runs, I'm sure she is coming into heat regularly but others don't have this much color. Eats and poops okay. Any ideas?
