As far as I know, wethers sold into slaughter channels do not need the scrapie tag, but this is subjective since the determination is if they have been exposed to scrapie or not. The way the rule is stated is as such:
Goats that do not have to be identified in interstate commerce (with a scrapie tag):
Castrated goats that have not been exposed to scrapie
Goats moving in slaughter channels that have not been exposed to scrapie
Low risk commercial goats
