How I do my Nubian girls is this. I run my hand over their ribs, if I only feel ribs with just skin over it than they need to gain some wieght. If I feel their ribs, but they have a good layer of flesh over the ribs, than they are perfect. If they have a roll over their ribs like I do :) than they are too fat, which most of my older does are!
You really can't go by the girls hips though you can tell with the tail head, sunken they are to thin, level they are just right, buldging they are carrying internal fat.
On kids I do a simple cull for size with at 2 months they weigh 20 pounds plus their birth weight, 3 months 30 pounds plus their birth weight etc. Vicki
