Do you have blackflies, or nats (no, not me) flying around the farm this time of year? A few of my goats, and my horses get allergic reactions to their bites, and loose hair exactly where you describe - eyes, base of ear, ear, and the flanks. It usually goes away in a month or so when the flies tend to lessen, or I get heavy into the fly sprays. Then you deal with - irritation from flies, or irritation from spray....
