It sounds pretty like it is some sort of skin irritation, might be mange. you can try worming if they are old enough, think at 4 weeks they would be. The problem is its near their eyes, so i wouls probably ask a vet as its a little risky treating with anything so close. I would suggest listerine but that might not help. i lost my files but someplace on the archives i posted a skin irritation treatment that may be of interest. I'm not a lot of help without my files:(:(
