I raise poygmies and some of our buck kids are blubbering and mounting before they are a week old! At that age however their penis is still attached to the inside of the sheath so they don't actually get an erection and can't cause a pregnancy. We usually remove the bucklings at about 12 weeks old (3 months). At that time they are becoming able to get an erection and cause a pregnancy. Their sisters are also having their first heats around the same age. This would be true for tropical breeds such as pygmies, nigerian dwarves, nubians and maybe boers? The European breeds (Alpines, Saanens, etc>), the does don't usually cycle until late June to February, I believe.
