I haven't had a ton of experience with kidding, but in all of my does by 3 1/2 months gestation I have been able to feel the babies by putting my hand with fingers spread right in front of the udder and gently pushing up. Then I apply just a little bit of pressure and hold it, bumping gently once or twice. I have always been able to feel the movements there first. It's usually a little later before I feel much movement on the sides. Just my experience. Hope this helps.
