If the goats have enough browse that keeps them grazing, or eating all day, then you shouldn't have to feed hay.
When my pasture is grown in, I turn the goats out in it, and I don't feed hay all summer! They do great, their coats slick off nice and shiney, and they are very healthy!
I don't know how much you have available for them, but if it isn't a large enough area, at some point they will graze it down and then you will have to either feed hay again, or move them to another area where there is grass available.
