Christie, I have had some of the same problem that you describe. I have not had the problem with mature stock, but I have had it with a few of my kids (goats) over the years. It has never been much of a problem, so I have never really done any research on the problem. I do know that certain infections can cause hair loss in some animals. I have assumed that the hair loss was due to the eye lids (primarily lower lid) being imfammed by some sort of bacteria/viral infection.
I have been known to put a vet prescription eye drop in the goat's eye. To be honest, I never saw where this worked any better than just letting nature take it's course. The few that I have had with this problem, seem to do just fine and heal up on their own. I suspect that my problem has probably been more of a viral infection since the antibiotics did not seem to help. The hair also grew back after a period of time.
