We had a doe with a similiar situation recently. She ended up having a iodine deficiency problem, a goiter. Although yours doesn't quite sound like it, it's possible. I know the sanaanadoah site has some very good information as does alpine hause on goat health and nutrition. We also had a doe years ago get acur under her neck while pastured which swelled like that and it was an infection. Try adding some iodine to her diet by minerals with iodine in it. You could also spray her tail on the underside with 7% iodine too. hope this helps.
