I think I'd be inclined to treat this the same as one would for PinkEye - there are ointments and spray powders available. We have not yet used the ointment on PinkEye but I think there are a few posts regarding this further down on the Message Board.
I'd recommend getting a can of Furox (A brand or Furazolidine) and spraying the affected areas. Since bugs and flies are a problem, this should help to keep them away for the time being. This is a yellow spray powder which we've used effectively before.
I'd also try and use a soft, moist cloth and wash the goats eyes out a couple of times a day to keep the area clean BEFORE applying the Furox or any ointment. If it's more than one goat, a little prudence here...try not to use the same cloth (moist paper towels would be better) on different goats for the risk of spreading the infection.
Furox should be available at your local feed store.
