disturbing question to ask

I am going to apologize for this question first of all......

I was recently very disturbed to hear this story. Some Hispanics (so the tv story said) were skinning a goat within the city limits and were given only a warning by the local police that it was a health and sanitation risk because of "stuff" in the city garbage containers.

My question is, is it common practice to slaughter alive?? Is this a Hispanic thing?? Is this a Hispanic religious thing?? Is this just something I do not understand??

I personally do not consume goat, I do like goat cheese, but have never eaten goat.... and wont. I had one as a pet as a child and could not bring myself to do this.
